The Assistant to the Cash Transfer Specialist is part of the Project Unit team and supports the Cash Transfer Specialist in achieving the objectives of the Program and particularly in the areas of component design and implementation Monetary transfers (TM) up to the payment of transfers at the household level, with specific attributions: Support to the STM to develop the program and the evaluation proposal for the Monetary Transfer component program; Support to the STM to identify all the key aspects of the TM and ensure that the execution and operation manuals reflect the arrangements necessary for the development of a single registry system (REGISTRY), a targeting system and identification of beneficiaries, a system for registering beneficiaries, the level of benefits and the frequency of payment of benefits, the most efficient method of payment, administration and implementation of the monitoring and Evaluation; Support to the STM to ensure close supervision of the work of consultants and staff from the design of program implementation and operation manuals, and to review the results to ensure that they are up to date. both technically reliable and robust, and that they reflect the vision and objectives of the project; Support to the STM to ensure collaboration with the main development partners for the development of a social safety net system in Mali. Namely, supporting the development of appropriate institutional capacities, and the organizational structure of the sectoral Ministries concerned; Support the STM to coordinate with the monitoring and evaluation specialist and the chosen firm, the development of the software necessary for the management and monitoring of the TM; Provide technical support in essential areas such as monitoring, financial and operational processes for project execution. General responsibilities Contribute to a review of the information collected by the UGFS in order to identify the conditions necessary for the implementation of the TM. Help revise the targeting strategy designed by the UGFS. Help identify the main features of the program design, including: The design of the Single Registry System; The communication strategy; Targeting regions and households; The registration strategy for targeted households; The amount of benefits and the frequency of payments; The choice of transfer payment methods based on the different options available, such as transfer systems by post, mobile phone, local authorities, micro-finance institutions, etc; The institutional framework necessary for the implementation and monitoring of the TM program, at national, regional and local level; The design of the monitoring / control system; The complaints mechanism; The rules for leaving the project; The monitoring and evaluation strategy; identify possible risks and the limits of implementing a TM program and define possible mitigation approaches; Choice of appropriate performance indicators and institutional mechanisms to monitor and evaluate the TM. Contribute to the creation of the Single Registry System as part of the harmonization of social safety net programs in Mali; Contribute to the preparation of the Register file and to the TM program; Contribute to the preparation of the communication strategy to inform potential beneficiaries about the registration process and the rules of the TM program; Contribute to the preparation of targeting instruments and cash transfers and registration of beneficiary households; Supervise payment operations and validate technical reports Participate in Actions for the implementation of the registration, targeting and beneficiary registration process; Participate in actions to choose the transfer amount and frequency of payments; Contribute to the choice and preparation of logistics for the payment of beneficiaries, that is to say, to identify the appropriate payment method, logistics plan and training of payment agencies; Participate in negotiation meetings with payment providers; Contribute to the creation of the process for the verification of financial transactions and the process for monitoring and evaluation of the project; Contribute to the analysis of possible risks for the implementation of the program; Participate in the preparation of the operating manual and the operational of the cash transfer program; Contribute to verifying that the actors and structures necessary for the proper execution of the project are available and in accordance with the provisions of the operational manual of the cash transfer sub-component; Make regular field visits to verify the process of implementing the TM program; Identify and adopt the work plan and technical specifications for the development of the software necessary for the management and monitoring of the project; and participate in quality tests during the design of the monitoring and evaluation system. In coordination with the program implementation unit, help prepare logistics and training plans for staff in the context of the development of a social safety net system, mainly for staff from the relevant sector ministries and the 'UGFS; Ensure proper training of trainers and municipal actors on targeting; Provide training for grassroots actors (village and municipal committees, local authorities) on the targeting, cash transfer and monitoring process;
