The Specialist in High Labor Intensity Work is part of the Technical Unit team Project management. Under the supervision of the Specialist in Resilience and Adaptive Social Protection, he / she will ensure the necessary contacts with the various technical services of the administration and the implementing partners of the project's HIMO work operations. He / she will be responsible for the entire preparation and implementation phase of the labor-based operations. In relation with the other specialists of the Program, he / she will be responsible for the supervision and the follow-up of the implementation of the activities carried out within the framework of this component both at national and local level through the constitution of database. In particular, he / she is responsible for the following tasks: Participate in the design of operation manuals relating to the operations of the labor-based subcomponent; Supervise the preparation and approval of microprojects in accordance with project standards and procedures; Supervise the support of the community in the formulation, preparation, implementation and monitoring of local initiatives in terms of microprojects; Prepare the action plans of the Cash for Work component; Participate in the budget preparation of the Cash for Work component and in monitoring its execution; Participate in the recruitment and contractualization processes of implementing actors, thus monitoring the execution of contracts; Ensure the achievement of the objectives according to the indicators of the component (effectiveness), and an efficient use of the financial, human and material resources available; Validate the beneficiary lists generated by the GIS and assess the financial needs to be made available to implementing partners; Participate in national dynamics and working synergies (coordination and exchanges) with other actors in order to better make the links between national policies and needs - community concerns in terms of resilience in the labor-based component; Initiate close monitoring of activities, in particular through supervision and monitoring missions of partners involved in implementation on the ground; Prepare and make available to UTGFS managers all the necessary information relating to microprojects; Design and / or specify with partners, approaches to facilitate capacity building for beneficiaries of microprojects carried out; Establish a dynamic for capitalizing on the experiences of the labor-based component. Production of reports Ensure the production and validation of provider reports in accordance with the clauses of service contracts; Produce periodic activity reports for the component.
