The information system manager is responsible for developing an automated project information system from primary information sources and consolidating them and analyze them. He will organize the information system for the social safety nets project in Mali. He will work with the actors at the base in accordance with the standards and procedures agreed in the manual. In collaboration with the UTGFS, it will: Contribute to the definition of the main automated products that the system should provide, according to the needs of the project and build a functional database; Ensure the administration and management of the project's computer database (GIS); Consolidate the database, the information from the antennas after completion, control and validation by the various managers of the UTGFS; Enter and save all transactional information relating to the cash transfer program, including the participation of households benefiting from support measures, the payment system, receipt of benefits by beneficiaries, complaints and complaints and updating household data; Decide on the choice of software according to the characteristics of the database, its ease of use, the possibilities of updating it and the technical means available in the field; Formulate recommendations and define the terms of reference of additional regional information specialists for the maintenance of the database; Define the procedures for the secure electronic transfer of data useful for the project, from one system to another; Provide support to partners in the consistency of information systems in order to make the flow of information required for project management compatible and fluid; Ensure the updating of the access authorizations to the information necessary for the proper functioning of the GIS while respecting a very high level of data security; Ensure the follow-up and operation of the project's IT system and ensure the training of project stakeholders in the various IT modules. Ensure the maintenance of computer equipment (hardware and software) and meet the needs in terms of consumables; Ensure the classification and backup of all of the Cell's files and set up electronic archives; Set up a specific email system for the UGTFS and develop and maintain a website that will play an important role in the communication strategy of the project Reporting and communication aspect Establish a report listing the needs in terms of hardware, consumables and software in order to allow the SPM and the RAF to complete the annual budget and the PPM in good time.
