The project monitoring and evaluation (M&E) specialist establishes a link between the planned activities and the results to which they contribute, with a clear indication of the frequency and responsibility for collecting information and drawing up reports. It is responsible for activities related to the monitoring and evaluation system, with specific attributions: Together with the Specialist in Monetary Transfers, to develop and set up a monitoring and evaluation system; Jointly with the Specialist in Cash Transfers, to prepare rigorous evaluations of the impact of cash transfers; Jointly with the Specialist in Monetary Transfers, to prepare periodic evaluations of the payment process and the implementation of the project; Jointly with the Specialist in Monetary Transfers, to prepare evaluations to measure the impact of the program on the beneficiaries (impact evaluation); Together with the Specialist in Monetary Transfers, to prepare the strategy for social and technical audits; Jointly with the Specialist in Monetary Transfers, to prepare reports on the progress of the project. the establishment of a continuous monitoring and evaluation system for the project to inform the actors involved on the quality of project management, on the quality of project implementation, on the performance of payment agents, on the project management, on the coverage of beneficiaries and on the impact of the project on beneficiaries; Preparation of a continuous training plan and follow-up for staff, under the supervision of the coordinator, in the context of the development of a social safety net system, and strengthening the culture of evaluation within projects in Mali.
