18th session of the National Steering Committee of the Social Safety Nets Program in Mali

The Social Safety Nets Program of Mali or Jigisemeyiri held this Thursday, March 31, 2022 at Maeva Palace the 18th session of its National Steering Committee under the chairmanship of the representative of the Ministry of Economy and Finance, Mr. Diakaridia DEMBELE .

We also noted the presence of Mr. Mohamed Sacko, Coordinator of the Jigisemeyiri Program and other members of the National Steering Committee.
In his opening speech of the session, Mr. Diakaridia DEMBELE representing the Secretary General of the Ministry of Economy and Finance, will say that the year 2021 was marked by the persistence of insecurity in the areas of intervention. of the project and the COVID19 pandemic which affected the implementation of program activities.

“For the implementation of activities in 2021, the Jigisemeyiri program has benefited from three sources of funding: the second additional funding from the World Bank called FA2, multi-donor funding and funding from the state budget” suggested Mr DEMBELE.

For him, these resources enabled the program to continue cash transfer payment operations in the areas of Kayes, Koulikoro, Sikasso, Ségou, Mopti and Gao on behalf of FA2, to continue payment operations in Konna within the framework multi-donor financing and proceed with the completion of payments for phase 1 of the government’s Social Safety Nets project in the circles of Yelimani, Yanfolila, Koulikoro, Banamba, and commune IV of the district of Bamako.

As support measures, Mr DEMBELE will explain that the recruitment process for NGOs started in 2020 continued in 2021.
Also, the year 2021 saw the completion of labor-intensive public works (HIMO) and income-generating activities (IGA). However, insecurity and the COVID19 pandemic have not made it possible to achieve certain expected results.

For Mr. DEMBELE, overall, the achievements of the program during the year 2021 amount to 6.441 billion FCFA on an estimated forecast of 18.064 billion FCFA, representing an execution rate of 35.66%. . For him, this level of achievement, although low, is significantly better than that of 2020, which was 28%.

Also, as part of the implementation of the government’s emergency cash transfer program linked to COVID19 and implemented by the Social Safety Nets program, great progress was made in 2021. Thus, as of December 31, 2021, Jigisemeyiri has identified almost all of the potential beneficiaries of this emergency programme. The technical unit of the program, in connection with the technical services of social development, recruited hundreds of survey agents who criss-crossed all regions of Mali to register new beneficiaries in the Unified Social Registry of Mali. As of December 31, 2021, 35% of beneficiaries have been paid.
