The Specialist is part of the Project Unit team. He reports to the UGFS Coordinator. He (or she) is responsible for the design and implementation of the Monetary Transfers (TM) component. In this capacity, he is responsible for activities from the conception of the monetary transfer to the payment of transfers at the household level, with specific attributions: under the supervision of the Coordinator, to develop the program and the proposal for evaluation of the Monetary Transfer component program; Ensure close supervision of the work of consultants and the various agencies recruited for the implementation of cash transfers; Ensure technical collaboration with the main partners for the development of a social safety net system in Mali. In collaboration with the main stakeholders, develop the plan to strengthen the capacity of the UTGFS and the personnel involved in operations to implement Cash Transfers; Coordinate with the monitoring and evaluation specialist and the information technology specialist, the development of the software necessary for TM management and monitoring; Provide technical support in the recruitment of agencies and consultants in charge of implementing Cash Transfers; General responsibilities Identify the conditions necessary for the implementation of the TM. Design and revise the targeting strategy if necessary; Identify and develop the main features of the program design, including: The design of the Single Registry System; The communication strategy; Targeting regions and households; The registration strategy for targeted households; The amount of benefits and the frequency of payments; The choice of transfer payment methods based on the different options available, such as transfer systems by post, mobile phone, local authorities, micro-finance institutions, etc; The institutional framework necessary for the implementation and monitoring of the TM program, at national, regional and local level; The design of the monitoring / control system; The complaints mechanism; The rules for leaving the project; The monitoring and evaluation strategy; identify possible risks and the limits of implementing a TM program and define possible mitigation approaches; Choice of appropriate performance indicators and institutional mechanisms to monitor and evaluate the TM. Participate in the creation of the Single Registry System as part of the harmonization of social safety net programs in Mali; Preparation of the registration file for the Register and the TM program; Participate in the preparation of the communication strategy to inform and train potential beneficiaries on the registration process and the rules of the TM program; Design and Supervise the beneficiary registration, targeting and registration process; Contribute to the preparation of targeting instruments and cash transfers and registration of beneficiary households; Supervise payment operations and validate technical reports Define the amount of transfers and their frequency of payments; Choose the appropriate payment methods for each area related to the payment agencies Create the process for the verification of financial transactions and the process for monitoring and evaluation of the project; Analyze the possible risks for the implementation of the program; Participate in the process of preparing the Operations Manual for the Cash Transfer Program; Involve the actors and structures necessary for the proper execution of the project in accordance with the provisions of the Program operations manual; Make regular field visits to verify the process of implementing the TM program; Identify and adopt the work plan and technical specifications for the development of the software necessary for the management and monitoring of the project; and participate in quality tests during the design of the monitoring and evaluation system. In coordination with the program implementation unit, help prepare logistics and training plans for staff in the context of the development of a social safety net system, mainly for staff from the relevant sector ministries and the 'UGFS; Ensure proper training of trainers and municipal actors on targeting; Provide training for grassroots actors (village and municipal committees, local authorities) on the targeting, cash transfer and monitoring process;
